[Serusers] Registerting with new user name

rewriteuser changes the user in the request URI. But REGISTER request do
not have user in the request uri.
The important header in REGISTER messages are:
Contact: the current location of the client
To: the aor (public name) of the client
Thus, you have to rewrite the To: header.
