[Serusers] t_relay_to not found

oh, thank you -- I was looking at wrong place. Indeed, the documentation did not
keep the pace with development. t_relay was split in t_relay_to_udp and 
t_relay_to_tcp when tcp was introduced. I updated CVS documentation.

I will update the documentation. Thanks for reporting.
