[Serusers] high delay for user behind nat

each network has 128kbps, both user agent using GSM codec
just to make sure (coz im not :p)
is that right when both user agent use public ip, media transfered peer to peer
but when one of them behind nat, media goes to server first and than transfered to other end
?
