[Serusers] start and stop ser

I had the FIFO problem as well, and the reason was that I didn't have 
permission to access it.  The init.d start and the serctl start run as 
two different users (one root and the other ser I believe).  Make sure 
if the fifo is created as root, that you are trying to start ser as 
root as well.
