[Serusers] run rtpproxy as non root

Thanks Maxim, it works!

I created a ser directory under /var/run and make it
writable for the user who is going to start ser and
rtpproxy.

rtpproxy -s /var/run/ser/rtpproxy.sock -p
/var/run/ser/rtpproxy.pid
