[Serusers] Ser forwarding calls to cisco pstn

You must enable mysql support in acc and recompile the module if you
didn't do so. Edit sip_router/modules/acc/Makefile and uncoment line
containing SQL.

In ser.cfg you simply configure flag that marks transactions that should
be logged into the database:

modparam("acc", "db_flag", 3)
