forward is stateless, t_relay_udp is statefull.

If that all you have to do and you don't do tcp to udp tranlation,
forward is ok (and it will also be a little faster and use almost no
memory).

If you want to halt further processing, yes you have to (forward or
t_relay_udp will not do it for you, so that you can still do something
with the message even after forwarding).
