[Serusers] eliminating 483 errors

i attached one ser.cfg file. and a dump file from ngrep. it looks like a
bunch of INVITES. the Cisco phone B rings, but if i hang up Cisco phone A, B
continues to ring and ring...
and 483 errors every few seconds, what a mess.
