[Serusers] ser+radius ----problem is starting service ??

I have configured SER to work with freeradius and
restarted SER. Log file shows "Feb  6 02:01:24 TEST
ser: ser startup succeeded" but SER is not running.
And i am not receving any request in radius server
also.
