[Serusers] monitoring tool

You can use nagios and sipsak. Sipsak can produce all kind of messages. 
I use 2 different test:

1. Send a MESSAGE (from an external domain to avoid authentication) to a 
non existent user: ser has to reply with 404 (no reply => ser = dead)

2. Sipsak will register and send a MESSAGE to itself. This way, you can 
verify also the authentication (e.g. radius server ...)
