[Serusers] MediaProxy, RTPproxy

RTPProxy is C based (more concurrent calls supported) but need run in the
same box as SER, dont support distributed architecture.
MediaProxy is Python based, support less concurrent calls than rtpproxy but
support distribution of calls across multiple servers in diferent locations
based in DNS.
