[Serusers] User permission question.

Hello,

In 0.8.10 you can only test that the credentials user_id and URI
username are same, there are functions check_to and check_from that
check usernames in To and From respectively.

In the upcoming release there will be a new database table where one can
associate several URIs to a digest user_id.
