[sr-dev] [kamailio/kamailio] pkg/kamailio/obs: added readline-devel build dependency (PR #3233)

Hello @bundasmanu 
If fine with `readline-devel` a build dependency.
But I prefer to keep `pkgconfig` dependency declaration in the spec.

Could you change the commit to just add `readline-devel` as a dependency?
