[sr-dev] Releasing Kamailio v.5.4.8

Hello,

the usual reminder that v5.4.8 is going to be released, therefore any
commits to branch 5.4 has to be announced to sr-dev mailing list and
wait for ack before pushing to repo. Once the announcement is out, the
commits can be pushed directly again.
