[sr-dev] [kamailio/kamailio] Add CodeQL workflow for GitHub code scanning (PR #3295)

As we are already using the lgtm framework, it seems to be straightforward to merge it. @linuxmaniac you've done work regarding the github actions workflows, any comments from your side to it? After merging I can deactivate the lgtm app in the project, to not run both in parallel.
