[sr-dev] [kamailio/kamailio] misc: fuzz: add msg parse fuzzer (#2842)

Following up on earlier work on fuzzing https://github.com/kamailio/kamailio/pull/2660 I wanted to add another fuzzer as there is still a lot more code to analyse. This fuzzer targets various parsing routines and is meant to run in the oss-fuzz infrastructure.
