[sr-dev] [kamailio/kamailio] Infinity read from socket (#2658)

The issue can be reproduced using this config file
```
listen=tcp:eth0:5060
tcp_accept_haproxy=yes

request_route {
        drop;
}
```

When you started kamailio, then need telnet to 5060 and do not send any data. Just make TCP connect.
As a result, one server core will be 100% loaded.
