### Description
As described at [RFC3605](https://datatracker.ietf.org/doc/html/rfc3605#section-2.1)
```
rtcp-attribute =  "a=rtcp:" port  [nettype space addrtype space  connection-address] CRLF
```
So IP info is optional.
