[sr-dev] Releasing Kamailio v5.4.4

Hello,

here is the usual notification that the v5.4.4 will be released today,
therefore any commit to branch 5.4 should be announced on sr-dev (or
irc/matrix chat) and wait for the ack before pushing to remote
repository, in order to avoid conflicts with the release build process.
Once the announcement is out, commits can go in the branch as usual.
