[sr-dev] use_dst_blacklist syntax error

This is due to some ongoing work started in the morning -- I just
updated the wiki core cookbook and the upgrade guidelines:

  * https://www.kamailio.org/wiki/install/upgrade/stable-to-devel#parameters

There might still be some places not updated yet to replace blacklist
with blocklist, triggered by these recent changes I pushed the core. If
you find some of the them in the near future (today I am still working
on this), just report them to be fixed.
