[sr-dev] make install error for mips

Output of the command is

Package readline was not found in the pkg-config search path.
Perhaps you should add the directory containing `readline.pc'
to the PKG_CONFIG_PATH environment variable
No package 'readline' found

*Please let me know how to install readline in ubuntu-18.04. I tried to
install in this way*
