lost: added civic address parsing via xpath

- the pidf-lo parsing function now uses xpath to support
  geolocation (point, circle) and civic address.
- as fall-back (failing xpath or malformed pidf-lo) the
  the function looks for point or cirle attributes.
- besides: README update and code refactoring.
