[sr-dev] [kamailio/kamailio] RPM repos at https://rpm.kamailio.org (#2084)

Created `kamailio.repo` files with repo description.
For CentOS dist repo file may be installed
```sh
yum-config-manager \
    --add-repo \
    http://rpm.kamailio.org/centos/kamailio.repo
```

For other dist need update repo file url.

Next package signing
