[sr-dev] [kamailio/kamailio] Additional dispatcher RPC calls (#1578)

Hi,

we were wondering if it's possible to have additional RPC calls for the dispatcher module in order to be able to:
- add a new dispatcher
- delete an existing dispatcher
- modify an existing dispatcher (optional)
