tm: uac: Add failover support for local requests

DNS failover code needs a uas and a dns_h to function.

By creating the new cell earlier, dst2dst2 can put the dns_h
into the cell instead of in a throwaway variable.

The UAS is set to a faked message created from the outgoing request.
