Sorry, I must have missed your reply.  My Jessie is brand new
installation and I have not made any customizations to it. I do have
this package installed if it matters:

ii  hardening-includes                    2.6                                  all          Makefile for enabling compiler flags for security hardening

I have not explicitly installed it.  It got installed by some other
package.
