[sr-dev] [kamailio] jsonrpc-c: kamailio will refuse to start if module is not able to connect to any server (#269)

In many cases kamailio don't start if the connection to a server is not established at startup -- e.g, like those modules loading data from mysql.

Now, I would say a rule would be: don't start if it is required to do some important operations at startup, like loading records in cache (e.g., usrloc, dispatcher -- where is no good functionality without the records), otherwise can be let to start.

If someone gets a patch, it can be accepted.
