[sr-dev] ims_registar_scscf module patch

Hello,

on the process of cleaning up the old tracker to see what can be fixed
quickly or moved to github issues, I found a small patch for 
ims_registar_scscf module. Can someone familiar with the module see if
it is valid and apply or discard it?
