core: remove sctp options init from core

- will be done in mod_register() from sctp module
- don't print anymore info about sctp unsupported socket options in
  output of -v, they are known now only in sctp module which is not
  loaded at that time
- sctp will print a warn message in mod init about unsupported socket
  options
