the relationship between outbound and gruu is not clear to me.  if both
are present in in-dialog request (gruu in $ru and outbound flow token in
route uri) that hits the last proxy, it would make sense to me to use
gruu (lookup) to find out where to send the request rather than the flow
coded in route uri, which may not even exist anymore.
