[sr-dev] Makefile problem building RPMs after sercmd to kamcmd change

Hello,

it was missing the target to create the dir for man page. Although it 
should be created when installing the core manpages, utils might be 
installed separately, so I wanted to do it there as well, but forgot to 
actually write the rule for it.

Try again with latest git.
