[sr-dev] Releasing v3.2.3

[Daniel-Constantin Mierla]

I plan to start the packaging after 12:00GMT today, if anyone want to 
commit afterwards in git branch 3.2, please write first to sr-dev 
mailing list to avoid conflicts. After the announcement of the release, 
commits can be done as needed.
