PUBLISHES are generated by pua_dialoginfo. Changing R-URI was possible in Kamailio v. 3.1.4. We have used this in our config, but now we can't. We have prepared some workaroud, and our service works proprely.
I would like to take this opportunity to describe the cause of changing R-URI:

In our system, we have aliases to usernames. More then one alias can be assigned to one username. We are interested in receiving dialog informataion about user status. 
Let's assume that userB has assigned numbers: NumberB1 and NumberB2
Presently, when user A calls user B by NumberB1, pua_dialoginfo sends information, that NumberB1 is busy. This information tells us nothing about userB and NumberB2 (NumberB2 is busy too, because UA is busy). Using this solution, we should subscribe information about all aliases assigned to users account, to receive information about UA status. 
I think that the better solution is publishing information about userB not NumberB1, because it is better information about UA status. According to this, I should change aliases contained in PUBLISH to usernames.
