This looks like the same issue with shutdown when a module is destroyed before mod_destroy() functions are executed. Htable needed to use mysql module in mod_destroy(), but mysql module was no longer available. It is now fixed in master (commit 2396dde7230e04f853e6936cfff9059661c55635), 3.2 and 3.1. I am going to close this item, reopen if it is still there.
