It's not a bug, try a non-zero weight and it should work as expected.
0 weights are a special case (the order is not exactly defined in this case and according to the algorithm from rfc2782 if all records have 0 weights, the first will be always selected).

RFC2782 Page 3-4:

        (inclusive), and select the RR whose running sum value is the
        first in the selected order which is greater than or equal to
        the random number selected. The target host specified in the
        selected SRV RR is the next one to be contacted by the client.
