i added sending of 200 ok or 404 not found from script and got
imc_manager() working.  at least it APPEARS to work, because README does
not suggest that i should be doing anything like that.

so i still don't know if there is a bug in icm code that i have just
hacked around.  if there is no bug in code, then README definitely
should be fixed.
