it is defined if USE_IPV6 is defined, which i have not defined.  the
reason is that i don't believe that ipv6 will be used in production,
before i have retired from this business.  my vote it have USE_IPV6 off
by default.

anyway, looks like some ifdefs are required in tls_config.c.
