You can safely remove the iptelorg part, there have been several years
(>= 4) since that's false.

You can safely commit. If somebody doesn't agree with some change we
can revert it later.

Right now the big problem is that a lot of non-code files are out-of
date and refer only to ser.
E.g.: INSTALL (only some make updates, no text changes), README,
 README-MODULES, AUTHORS, CREDITS, ISSUES and even COPYING).
