[Serdev] CVS:commitlog: sip_router Makefile.rules Makefile.targets

There is a small problem with this change, Makefile.rules gets included
from both the main Makefile and module Makefiles. When included from the
module Makefile it won't find Makefile.targets and modules do not build.
