[Serdev] PA module

Hi, I'm analyzing the pa module and some other modules and I have run into
some doubts.
The pa module has support for callbacks, but  it seems they are not used,
because i don't find no callback to be registered (using register_ulcb). The
pa module uses or not callbacks?
I verified that there exist two types of callbacks (ul_callback and
notify_cb). In some cases appears run_ul_callbacks and then notify_watchers
and in other cases in the
inverse order. Why are there two types of callbacks and why does the order
change in some cases?
Why does the file notify.c exist in the usrloc module  and the file
notify.cin the pa module? The
notify.c of pa module is not enough?
