[Serdev] TCP Problem!!!!

Does anyone knows whats the problem here?

18(17223) ERROR: tcp_blocking_connect: poll error: flags 18
18(17223) ERROR: tcp_blocking_connect: SO_ERROR (111) Connection refused
18(17223) ERROR: tcpconn_connect: tcp_blocking_connect failed
18(17223) ERROR: tcp_send: connect failed
18(17223) msg_send: ERROR: tcp_send failed
 I'm using Windows Messenger 5.1 with TCP.
