[Serdev] call delay timer

Some of our analog gateway with fxo port and it does not have a wait timer
after and call is terminated, so the if the second call comes in too fast it
will not get through because the PSTN line needs time to refresh.  So a wait
timer implemented in SER is one solution to take care of the problem.
