[Serdev] dependency on libpq-dev

By the way, there seems to some confusion about the package name in
debian, because in debian unstable there are both packages and
postgresql-dev is marked as transitional:
unstable-debian-i386:~# apt-cache search libpq-dev
libpq-dev - header files for libpq4 (PostgreSQL library)
postgresql-dev - development files for libpq (transitional package)
unstable-debian-i386:~#
