i guess so.  the only requirements that i have found are that if uri
scheme is sips:, transport parameter must specify a reliable transport
protocol, and that is uri scheme is sips:, tls must be used (over
whatever reliable transport).

on the other hand, i'm not sure if it makes sense for lcr module to
enforce uri scheme/transport compatibility.  it could simply construct
the request-uri according to db output and then let tm module (t_relay)
to check, if the r-uri makes sense.  tm module must already do this
anyhow so i don't see a point to duplicate the work in lcr module.
