[Serdev] radius in ser 0.9.x

A bit more clarification:
Starting from version 0.5.0 the include files and shared libraries of
radiusclient-ng library have been renamed to radiusclient-ng.h and
libradiusclient-ng.so.
This change was necessary to avoid conflicts between the original
(before Maxim forked the library) library and Maxim's version. Very
often it is necessary to have both of them installed at the same because
because other radius-based tools are using the original version.
Basically it means that 0.4.x and 0.5.x are incompatible (but both are
known as radiusclient-ng).
I updated the trunk version of ser some time ago to link against 0.5.x
versions.
0.9.2 will be updated too (with the possibility to configure it to use
the older version).
Right now 0.9.2 can be used with radiusclient-ng versions 0.4.x and
trunk ser can be used with 0.5.x only.
