[Serdev] +1 0XX XXX XXXX numbers

Folks,

I am sorry for the off-topic post in advance.

We have information that MERA Networks Inc. company have started "giving 
away" via VoIP globally reachable PSTN numbers in the format of +1 0XX 
XXX XXXX. You can find the relevant announcement (in Russian) here: 
http://www.mera-voip.com/forum/index.php?forum_name=mvts. In short, 
anybody can apply to MERA and have any reasonable block of numbers in 
this zone assigned to him and routed back and forth via VoIP.

I just wonder how it can be possible. Searching ITU-T site brought no 
relevant results. If I understand correctly it should be some extensions 
to the E.164 standard, but seemingly there are no of them available for 
a public.

Any insights?
