[Serdev] use_domain and domain_column usage by usrloc module

It seems ins_root and del_root lists are always empty, since
put_on_ins_list() and put_on_del_list() functions are unused.

But why are/were the files necessary then?

Moreover, the following messsage says that proper fix was committed,
but I cannot see the relevant CVS log entries:
