[Serdev] Adding ring count for voicemail

Hello:

  We have been running into an issue where the fact that fr_inv_timer
and fr_timer expire before the user requested task completes. We are
wondering if there is any development underway to allow a per user
setable number of rings before an inbound call goes to voicemail.

   Conversely we are wondering if a separate outbound call setup
timer could be implemented so outbound calls "expire" at a different
rate than the inbound calls.
