The radius packages should not be included in non-radius packages as it breaks the install logic (install only what is to be used).
Affected packages : debian, freebsd and fedora.

I commited a interim fix for the debian packages, but now the dictionary
is not installed for them anymore. But at least there build again. (BTW,
the cpl DTD is ommited too.)

Any updates on this issue? At the moment its not possible to create debian
packages with the trunk, this breaks for example the daily builds on
devel.openser.org.
