yes, and also regarding other possible t_relay failures.  there is 6
different failure codes and no documentation on what exactly happens in
each case, i.e., will transaction be created, will different routes get
reset, and will failure route (if set) get called.

earlier i thought that if transaction gets created thean also failure
route gets executed, but based on today's tests, that is not the case.
